Schwartzenegger Wants $7 Billion from the Federal Government

If California is going under - as Governor Schwarzenegger claims, which is why he's asking the Federal Government for $7 billion, there are ways California can pull itself out from under.
Here's one idea: All of the major oil companies would be more than happy to invest in offshore drilling leases for some of the gas and oil that resides on the continental shelf of California. In order to accomplish this, Schwarzenegger will of course have to convince the eco-nuts that it's time to save the state and risk the minute possibility that an accidental spill could occur. In addition, future oil revenues will eventually give California a surplus instead of a deficit budget.
Here's another: If you consider the excess cost of medical care, food stamps, schooling, etc., of all of the illegal aliens in the state of CA - especially in San Francisco - an elimination of these unnecessary benefits and burdens would drastically diminish the operating expenditures of the state. One has to wonder how much of their paychecks California sees any part of? My guess would be that most illegal aliens spend money locally on the bare essentials and that a large percentage of their paychecks go to Mexico to support their families. According to the article I linked to: "The warning comes as California is close to running out of cash to fund day-to-day government operations and is unable to access routine short-term loans that it typically relies on to remain solvent.
The economy crisis may indeed be partly to blame, but I don't believe that's the only reason California is in dire straights. California has had a lot of expenditures due to forest fires, which is no fault of California's, and the shutting down of many military bases in California by the Pentagon surely didn't help. The military adds enormous revenue to any town or city with a large base nearby. As someone who spent 20 years as a military career man's wife (Army), I can tell you that most soldiers and their families do a lot of shopping on the economy. You don't really save money at the Post Exchange.

There is something that confuses me. If California needs $7 billion, why is it that approximately three minutes into the following video which was posted on You Tube on October 2, 2008, did he make the statement "California is thriving."?
We must remember that Governor Schwarzenegger is up against a very liberal legislature, but still, the fact that he requests $7 billion from the government and says in the video that California is thriving just doesn't compute. Which is it, Governor?
